Opening a Craft Beer Shop...

I'm researching the craft brew retail (off-premise) business and need some advice/opinions/suggestions:

How difficult is it to obtain a beer/wine license in California to open a smaller shop?

Its very easy and somewhat cheap to get an off premise beer and wine license in CA. When you throw in spirits is when it gets harder and much more expensive. Just call the ABC or visit their website and they'll tell you all you need to know.
