I keep reading that a lot of you use sterilizers that don't need rinsing. I asked my HBS about this and the only thing he could suggest was sodium metabisulphite. I'm in the UK so perhaps they're less common here.
Can anyone offer any input about using this as a sterilizer that doesn't need rinsing?

I'm sure if you wanted to pay for it you could find someone in the USA who would ship you some Star-San or other no-rinse sanitizer.

I get Onestep sent to Ireland by Northern Brewer http://www.northernbrewer.com/ The shipping is pretty nasty, so I use a chlorine based sani for the larger items, saving the Onestep for bottling. I HATE rinsing bottles.

Star San is great but still a little sudzy I feel I need to rinse if I see suds. I use Star San or plain old Brewery wash on the big items and one step in the fermenter and bottling.

The Powered Brewery Wash (PBW) is a cleaner, not a sanitizer. If you're only using that and not a sanitizer, you're risking infection, big time!
