I've run into a brick wall trying to establish if there are any microbreweries currently operating in Saratoga Springs. Can anyone help?

Are you looking for breweries or brew pubs? I will ahve to tax my brains, remember I am a goalie so that is no small task, as there are both in that area but I can't remember if they are saratoga Springs proper or not.

Preferably a microbrewery that serves food. Otherwise a decent brewpub that has a good selection of draft microbrews from the Mid-Atlantic area.

I ran a search through Ask.com. they came up with the beerexpedition site. That site listed The Original Saratoga Springs Brewpub. I am sure if you visit there they can point you to other good beer bars. I hope this helps.
I am going to suggest you have your terminology wrong. A brewpub brews and serves it's own beer on premise while a microbrewery produces product to be sold retail and not on site. Most brewpubs have a good restaurant as part of their business.

The OSSBP closed last year, just after winning best brewpub at TAP NY. Olde Saratoga Brewing is around, not a brewpub though. They brew the Mendocino Line of beers on the East Coast, as well as some other house and contract brews.
I don't know about places to get good beer in Saratoga, either. I understand it's a wasteland. Nearest brewpubs are:
Off I87 south around exit 7ish is Malt River. It's in a mall, decent brews and food.
North on I87 is Davidson Bros in Glens Falls - Exit 17ish? - and a little more north in Lake George (Exit 20?) is Adirondack Pub and Brewery. APB is my fave of the three, followed by Davidson Bros, then Malt River.
I hope this helps ya!

There are 20 "brewpubs" listed in Saratoga Springs in the Yellow Pages, but none brews their own beer, as I understand.

You understand correctly.
The ones I listed are the nearest that brew on premises. Van Dyke in Schenectady has restarted they're brewing operation, too, but I don't know if any are online yet.
BeerAdvocate has this place listed as a decent multitap in Saratoga Springs:
The Parting Glass
40-42 Lake Avenue
Saratoga Springs, New York, 12866-2328
United States

All roads lead to the Parting Glass.

Not quite in Saratoga Springs, and it was a while back but I still have the pint glass, here is the link to Davidsons:

More recently but bit further south in Troy:
skip Brown's Brewery---cool building but the beer was not very good nor was the food.
But this place in Albany was good: http://www.evansale.com/
Cheers!
