When using Star san to clean my keg "1st time" I agitated the keg and then dump out the solution. The problem I got was foam up the wazoo. Should I just gently swirl the solution in the keg. 1/2oz to 2.5 gallons of hot water was my ratio.

Star-San is a high foaming sani. Almost any agitation will result in monster foam stands.

Switch to Sani-Clean if you can get your hands on it. I believe morebeer.com carries it. It too is an acid anionic sani but a low foaming solution. It is really meant for breweries running CIP (Clean In Place) so they won't have to deal with the foaming. You will have to use a bit more and it has a bit longer contact time but you end up with the same results.

Since I just got the keg and ss I need to make note of that cleaner, but for now I'll need to just be gentle with the ss.
