Ill give it a shot here is what i have to offer up.Based on 30 days in Primary, After 21 days of fermenting, Hit with all the dry hops and let set for the last 9 days. Be sure to make a Big Starter OR use about 3-4 Smack Packs of yeast(yes i know its the lazy and expensive way but it works lol) If you cant get the Golden Promise, Feel free to use whatever Pale Malt you can easily get. But i Hit it right in your numbers Estimated 88.3 IBU Estimated Alcohol by Vol: 10.28 % Of course this one will prolly need 6 to 12 months in the bottle to really shine.

Could you use Rahr instead of Promise?
Does it matter if you use whole or pellet hops?

Your utilization will be lower with fresh hops, also they will soak up some wort.
Otherwise you might get a slightly better flavor out of the fresh hops over the pellets.
I use pellets pretty much all the time, they're cheaper and store better.

Ya use rahr no prob and as Tron said, other than the utilization being lower IE lower IBU with whole hops, and the wort absorbing issue there is not reason on why you couldn't. If you do use Whole Hops you will come in with lower IBUs but other than that i see no problem.
