When to add bitter orange peel

I am about to brew a Wheat and was wondering when to add the orange peel.(15 min,5 min,flame out ect.)

I normally do Last ten of the boil and then the same measured amount at the end of active fermentation( you can soak it in 1/2 cup vodka if your worried about bacteria)
