After one week of primary fermentation at 72 degrees on an amber ale LME / specialty grain kit, I am curious if I can change the temperature of the secondary fermentation. I want to move the secondary carboy to my basement where it around 64 degrees where I plan to leave it for at least a week, maybe two before I bottle.

64 degrees will be fine for a secondary fermentation/conditioning. You should not expect too much airlock activity or yeast activity in a secondary fermentation, after all, it is really only meant to condition your beer and help the flavours meld together.

64 is on the lower end of the range and I wouldn't want to ge tit any lower than that. If you're going to bottle, you will want your yeast to remain viable and happy so you get a good carbonation. If you're kegging, I wouldn't sweat it at all.
