I really like to make a pilsner so I thought I see if my basement is cool enough to lager. I took a growler filled with water at 80F place thermometer in there and place it on the basement floor were I would put the primary. checked the temp about 14 hours later and it reads 64F. is this temp too high to lager?

For most Pils yeast that's too high to even ferment at (usually ferm at around 50F). Typically I lager 38F or so.

you could use the San Francisco Lager yeast from white labs. It is designed to give you that cleaner lager profile at warmer temps. At 64 you may still get a bit of esters but it would be way cleaner than any ale yeast.

I have my beer fridge which the temp avg about 38-40F so after I drink more beer then maybe I could lager in there.

I like the California Common idea, don't properly they are damned good beers. You might even think of doing a strong Scotch ale with a nice low temp like that.
