It all seems a little foolish to me, attributing the micros to alcoholism. I think that most often when you see a man stumbling down the street with a large bottle in hand it is not in fact a rogue porter or something of the likes.

The lawmakers see so much beer brewed in Oregon and then see their low tax and think that they should get more money from the brewers but never stop to think that the reason so many breweries start there is the low tax rate.

Hit the nail on the head. And the Oregon brewing industry is a great example. Lower taxes are good for business/consumers and create jobs. (Dare I say it's a stimulus?)
Oregonians (is that what you're called???) should be asking their representatives why they want to de-stimulate a thriving industry in their state. Don't let the politicians steer the debate to what's "fair" or not regarding the level of taxes.
Just my 2 cents.
