So this is the first batch I have dry hopped. Just wondering if I'm missing something but don't the hops usually sink after a while? I put 1/2 oz cascade in a bag and squeezed it into the carboy 2 days ago. They are fully saturated but the bag is sitting at the top of the beer. Only half of it is not under the beer. Swirled the carboy a bit, not splashing though at this point it wouldn't hurt anything since its all co2 in there. It just seems like I wouldn't get as much aroma it it's not under the beer. Am I wrong?

It happens with all dry hops if you dont weight them down. I use stainless steel ball bearings that I soak in sani and then put into the bag with the hops. If you get good with the wieght/bouancy issue you can get it so they wont sink all the way down but sit somewhere below the surface.

So since they will be in there for a couple of weeks, should I try to be tricky and find a way to sink them or just let it be for this batch?

The only way to sink them now would be to take them out and wieght them down. I would leave it for this batch and next time just drop some BB's in with them.

I'd just let them be for this batch.
I dry hopped a batch once after I had already transferred, it was kind of an afterthought.
The hops never really sank, but the dry hopping was very successful.
i just let them float free. seems easier than trying to fish a weighted hop bag out of a carboy to me.

That's what I do also. The worst that can happen is a couple of floaties in your glass. When I lived in the UK, we always considered that a bonus.
