is there any place and use for the tap-a-draft and the party pigs.
Do they have a place?

Of course they do. They're for people who want draft but not the expense and complication of a full blown system.
Plus it's a heck of a lot easier to fill three TAD bottles than about 54 12oz'ers.

There are 3-gallon Corny kegs. (http://www.kegkits.com/Merchant2/graphics/00000001/FirestoneKeg.jpg) I use little 9-Oz CO2 tanks (http://images.lowes.com/product/795008/795008030127.jpg) that I just strap to the side of the keg. The 3-gallon kegs are only 17 inches tall: small enough to fit in most fridges.

Or who don't have the space for a dedicated keg fridge.
