I racked to the secondary and dumped in two varieties of pellet hops. During racking I introduced little to no aeration, it went quite well. It sat in primary for 10 days, the krausen fell and there was little to no airlock bubbling.

After racking and throwing in the hops, they soaked up the beer like a sponge and are floating on top. I read where pellet hops sink, but mine have not. Also, there is a little bit of airlock bubbling, once every couple of minutes or so. In looking at the beer I can see bubbles and the parts of hops sinking and rising.

Is this normal?

It's completely normal. Over the next couple days, it's safe to go ahead and give the carboy a gentle 'swirl' to break surface tension. That'll let the hops drop a few at a time.
You'll never get them all to sink, so don't sweat over it.
