Does anyone know where to find Paulaner in kegs in the South Jersey/Philadelphia area? And/Or where is the best place to buy kegs? (best price/selection/convenience)

You cam check your yellow pages for restaurant supply houses and for dealers of used restaurant equipment. Make sure you have the price for a new one before talking price with the used dealer. I have learned that some used guys will try to get almost new pricing.

I do not have the answer for the second question.
