I am trying to balance my keg system. I am looking for a list of beers and their respective CO2 volumes from the breweries. I keep overcarbonting the beer so that after a week the keg pours all foam. I have checked out several sites and see several formulas for balancing a system. They all seem to have a different tweak to them. I have my regulator set to 13-15. Any lower won't the beer start to go flat? Any help would be appreciated.

It's a matter of line length, pressure and kegerator temp. I can't help you much if you're using commercial kegs, they are too different to be able to come up with a one size fits all system.
When I carbonate my kegs, I hook them up at 12 psi for a couple of weeks in the beer fridge. When there's space in the kegerator I move it over there. My kegerator has 5' lines, 3/16" ID, temp is about 38, and serving pressure is 12 psi, just like the fridge.

I keep my keg pressure just high enough to push it from the keg to the tap. As long as you're getting flow from the tap, the keg will not go flat. My typical pressure is about 10-12 psi.

I set mine exactly like Corky -- 12psi, 38 degrees, 5 feet of 3/16th beer line.

I run 15 psi, 45 degrees, 5' of 3/16" line and about 3 feet of elevation from middle of keg to faucet.
