Is that what this is? Know where I can find one to buy other than Ebay? What's it actually called?

There were 4 different auctions on Ebay going at one point with them listed as beer warmers. They were all being sold from different sellers in the UK. On each auction, the seller claimed they were antique beer warmers. Supposedly what people would do is place the leg of that container in the fire for a few minutes to warm up their ale to drink. I'd never heard of it either, but thought I'd try to find out if that's really the case.

Interesting, to say the least. I can understand it, though - if the ale is being stored where it's just too cold, like it could be in the days before heating houses was normal, it'd be a good idea. I've been known to run bottles under hot water for 30 seconds before opening them for the same reason.
